Google has now introduced new touch-up tools in the Google Photos image editor. These let you "apply subtle enhancements" that refine skin texture, remove blemishes, brighten eyes, or whiten teeth. To use the new tools, select a face in a photo and choose one of the options: heal, smooth, under eyes, irises, teeth, eyebrows, or lips. Once you've selected an effect, you can then adjust its intensity.
