Saudi Arabia Railways Accelerates Economic Diversification with Surging Passenger Numbers and Expanding Regional Rail Ambitions

Saudi Arabia Railways is accelerating economic diversification by carrying record passenger volumes and expanding its footprint beyond national borders, using rail connectivity to strengthen tourism, industry, and regional integration. The surge in ridership and ambitious cross-border rail projects signal how transport infrastructure is becoming a powerful engine for broader economic growth across the kingdom.
Saudi Arabia Railways closed 2025 with its highest performance on record, signaling a new chapter for rail travel across the kingdom. More than fourteen million passengers used the network over the year, marking a 7.1 percent increase compared to 2024. To meet rising demand, the operator ran over forty-five thousand services, reinforcing rail as a dependable and increasingly preferred mode of transport.
The growth reflects a broader shift in how people move within Saudi Arabia. As cities grow and tourism gathers pace, rail is emerging as a practical solution to connect major urban centers, reduce highway congestion, and ease pressure on airports. Modern trains now link key destinations with greater speed and reliability, offering passengers a comfortable alternative to road and air travel.
A significant share of the annual total came from religious journeys. During the 2025 Hajj season, nearly two million pilgrims traveled between Makkah and Madinah on the Haramain High-Speed Railway. The line has become indispensable during peak pilgrimage periods, allowing authorities to manage massive travel flows smoothly and safely. By cutting journey times dramatically, the service supports both operational efficiency and the overall pilgrimage experience.
The Haramain route continues to serve travelers beyond the Hajj period, including Umrah visitors and residents moving between the western region’s main cities. Its year-round operations help sustain local economies by ensuring consistent visitor movement. Hotels, transport providers, and tourism-related businesses benefit from the steady connectivity the railway provides.
Freight operations also played a powerful role in the year’s results. More than thirty million tonnes of goods and minerals were transported across the network in 2025. Rail remains crucial for moving raw materials from mining areas to industrial facilities and export ports. By shifting heavy loads from trucks to trains, the system improves road safety, reduces fuel consumption, and contributes to environmental targets focused on lowering emissions.
Beyond operational achievements, the railway operator is moving into new territory. A landmark development announced in 2025 is the launch of Dream of the Desert, the kingdom’s first ultra-luxury rail experience. Scheduled to begin service in late 2026, the train will depart from Riyadh on curated one- and two-night journeys designed for high-end travelers.
The luxury train will feature thirty-three private suites, two dining cars, and a Majlis-style lounge. Interiors will reflect Saudi heritage through warm wood tones, gold detailing, and desert-inspired color palettes. Rather than serving simply as transportation, the experience is intended to showcase landscapes, culture, and hospitality in a way that elevates rail into a premium tourism offering.
Regional ambitions are also taking shape. Plans are progressing for a high-speed electric rail link connecting Riyadh and Doha, reducing travel time between the capitals to approximately two hours. The line, expected to open in 2031, will operate at speeds exceeding 300 kilometers per hour and include stops in cities such as Dammam and Al-Hofuf. The project aims to deepen economic ties and facilitate smoother business and leisure travel across borders.
At the same time, rail development across the Gulf is accelerating. The United Arab Emirates is preparing to introduce its Etihad Rail passenger services in 2026, initially linking Abu Dhabi and Dubai before expanding to the remaining emirates. Together, these initiatives point toward a more integrated regional rail system that strengthens trade, tourism, and daily mobility.
Saudi Arabia Railways is accelerating economic diversification by carrying record passenger numbers while advancing bold regional rail expansion plans, turning transport infrastructure into a key driver of tourism growth, trade, and Gulf connectivity.
The achievements of 2025 underscore the transformation underway in Saudi Arabia’s transport sector. Record passenger volumes, strong freight performance, luxury tourism innovation, and forward-looking cross-border projects highlight the growing strategic importance of rail. As infrastructure investment continues, the railway network is poised to play an even greater role in shaping travel, industry, and regional connectivity in the years ahead.
